THE COMMITTEE considered a report by the Joint Planning Staff on a telegram from Colonel Cartwright to the Chiefs of Staff in which he had given a revised text of the Chinese requests for facilities resulting from the surrender of Hong Kong, and covering draft telegrams in

reply to Colonel Cartwright and containing instructions to Admiral Harcourt on the top. 1or the instrument of surrender to po signed in Hong Kong.

SIR ANDREW CUNNINGHAM said that he did not agree with the draft telegram to Admiral Harcourt at Annex II as at present drafted. He had asked the Foreign Office to prepare a telegram, and he circulatod

this for consideration in place of the draft at innex II.

SIR CHARLES PORTAL asked that a paragraph should be added to Annex I douling with the use of Hong Kong airfield.

THE COMMITTEE:

Instructed, the Secretary to despatch the telegram at

Annex I, as amended in discussion; the approved telegram, to Admiral Harcourt circulated by the First Soa Lord, and the telegram at Annox III.
